ICAO ranks aviation English from Level 1 to Level 6. To fly internationally you need Level 4 minimum.

How official ICAO levels are issued
An official ICAO English level can only be issued by an assessment provider authorised by the civil aviation authority — in Türkiye, under SHGM's SHT-1DY instruction. Formats differ between providers, but they all rate the same six ICAO criteria. TurkCouncil is not an assessment provider: our practice tests are self-check tools that give you an estimated level.
